Entering the Netherlands after Brexit, COVID tests and employer's declaration for Belgian employees

With effect from 1 January 2021, different rules apply to people travelling from the UK to the Netherlands. In this mail, we let you know what the consequences will be for students and staff. In addition, we will inform you about the obligation to present a negative COVID test when re-entering the country from abroad. Finally, we will let UM employees from Belgium know what they can do now that Belgium enforces its rules on working from home more strictly.
Travelling to and staying in the Netherlands after Brexit The United Kingdom (UK) is no longer in the European Union. Therefore, since 1 January 2021, different rules apply when it comes to travelling to and staying in the Netherlands. This may also affect UK students and staff coming to our country to study or work.
UK employees and students who came to live in the Netherlands before or on 31 December 2020 are covered by the UK Withdrawal Agreement. They will need a residence document to live, work and study in the Netherlands from 1 January 2021 under the same conditions as before. This residence document in accordance with the UK Withdrawal Agreement can still be applied for from the IND up to and including 30 June 2021.
UK employees and students who (have) come to live in the Netherlands on or after 1 January 2021 are no longer covered by the UK Withdrawal Agreement. As a result of Brexit, they are no longer EU citizens, but so-called third country nationals. As of 1 January 2021, they therefore need a residence permit stating the purpose of their stay (e.g. work or study) in order to be able to live in the Netherlands. Compulsory negative COVID test after re-entering the Netherlands Anyone returning to the Netherlands by plane, train, bus or ship from a high COVID risk area must be able to present a negative test result. This also applies to Dutch nationals. The negative test must have been taken no more than 72 hours prior to arrival in the Netherlands. Please note: this is required in addition to the directive to quarantine at home for 10 days after arrival. Therefore, even with a negative test result, travellers from a high-risk area still have to go into home quarantine for 10 days. Border workers and border students are exempt from the measure and do not need a negative test result when travelling to the Netherlands for study and work purposes. Click here for more information.
Employer's declaration for UM employees from Belgium Belgium will be stricter in ensuring that everyone works from home as much as possible. This means, among other things, checks on public transport and at the border. UM employees living in Belgium who come to UM at the request of their manager can request an employer's declaration from their manager, which they can then present during checks to demonstrate that they are required to commute.
